City library "Karlo Bjelicki" in Sombor is a central library of West-Backa district which operates in accordance with Current legislation and subordinate legislation.

Main functions are defined by the Article 22 of the library and information sector ( Sl. Glasnik R.S. br. 52/2011). Those are entrusted tasks coordinated by the special department- Main service. The coordinator of this department is a librarian Zorka Isakov.

There are 65 registered libraries and library units in the West-Backa district:
- 4 public libraries with 31 stationed library branches
- 4 special libraries
- 1 Local library or other public library
- 54 school libraries: 41 in elementary schools and 13 in secondary schools
